Somaliland Introduces New Rules Restricting Media Activities to Licensed Journalists

HARGEISA (SD) – Somaliland’s Ministry of Information, Culture and Awareness has announced new regulations tightening oversight of media activities, stating that only licensed media organizations and accredited journalists will be permitted to conduct journalistic work.

In a press statement, the ministry said the measures are being implemented under its constitutional responsibilities and the authority granted by the Law on the Separation of Government and Independent Institutions (Law No. 71/2025), including Article 41.

Under the new directive, individuals who do not possess official press accreditation will not be permitted to use cameras, mobile phones, microphones, or other equipment for journalistic activities. The ministry said the order applies to all media operations beginning immediately.

The directive was issued to security agencies, licensed media organizations, and journalists registered with the Somaliland Journalists Association.

The ministry said the measures are intended to safeguard Somaliland’s security and national interests, while also protecting religious values, culture, public morality, and social stability. It further instructed media organizations to avoid publishing graphic or disturbing content that could cause public alarm.

The ministry also directed security agencies to take legal action against individuals who present themselves as journalists or conduct media activities without valid accreditation.

According to the ministry, the regulations are part of broader efforts to strengthen the media sector while maintaining public security and order.

The new directive significantly increases government oversight of media activities in Somaliland by limiting journalistic work to accredited individuals. While the government says the measures are intended to enhance security and professional standards, they are likely to prompt debate over their potential impact on press freedom, citizen journalism, and independent reporting.
