Somalia’s Prime Minister Officially Unveils Civil Service Grading and Salary Policy

MOGADISHU (SD) – The Prime Minister of the Federal Republic of Somalia, Hamza Abdi Barre, today officially launched the Civil Service Grading and Salary Policy, marking a key step in the government’s efforts to enhance public administration and improve the efficiency of government services.

The launch ceremony, held at the Villa Somalia presidential compound, was attended by ministers, director-generals, heads of government agencies, and other distinguished guests.

In his remarks, PM Hamza emphasized that this policy is crucial for strengthening the payroll system, improving administrative efficiency, and fostering a fair and competitive work environment.

“The implementation of this policy will establish a just employment system, ensuring civil servants are fairly graded according to their roles and that their salaries reflect their positions and responsibilities,” the Prime Minister stated.

The new policy is expected to resolve long-standing ambiguities and inconsistencies in civil service grading, introducing a clear framework for employee evaluation and salary determination. Additionally, it aims to motivate public sector workers to contribute more effectively to national development, public service delivery, and state-building efforts.
